EXECUTIVE ORDER
17-11
WHEREAS, Missouri government has created more than 200 different boards and commissions to issue licenses to Missourians seeking to make a living, regulate various occupations and professions, oversee different functions of government, and address specific issues; and
WHEREAS, some boards and commissions may unreasonably regulate Missourians through red tape, inefficiency, or improperly limiting access to a profession or service; and
WHEREAS, eliminating, consolidating, or restructuring some boards and commissions could improve Missourians' lives by removing barriers to pursuing professions or providing services; and
WHEREAS, eliminating, consolidating, or restructuring boards and commissions could save taxpayer dollars and reduce the size and scope of government; and
WHEREAS, a task force is needed to study all existing boards and commissions, determine whether each board and commission is necessary, effective, and efficient, and make recommendations that will improve and streamline the existing system.
NOW THEREFORE, I, ERIC R. GREITENS, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby order:
- The Boards and Commissions Task Force is hereby established.
- The goals of the Task Force shall be to:
- Evaluate the purpose and necessity of each existing board and commission
- Determine the cost-effectiveness of each board and commission by considering their governmental, economic, and societal costs and benefits;
- Identify opportunities to eliminate or consolidate boards and commissions;
- Identify opportunities to modify the size, mission, and structure of boards and commissions;
- Identify opportunities to reduce barriers to entry in occupational licensing programs; and
- Recommend comprehensive executive and legislative reform proposals to the Governor no later than October 31, 2017.
- The Task Force shall be comprised of 12 unpaid members:
- Six individuals appointed by the Governor, which shall include the Lieutenant Governor and the Director of Boards and Commissions;
- Three individuals appointed by the President Pro Tem of the Senate, which shall include at least one member of the majority party and one member of the minority party: and
- Three individuals appointed by the Speaker of the House, which shall include at least one member of the majority party and one member of the minority party.
- The Task Force shall be co-chaired by the Lieutenant Governor and the Director of Boards and Commissions.
- The Governor's Policy Director or his designee shall be an ex officio member of the Commission.
- Staff support for the Task Force shall be provided by the Division of Professional Registration.
- The Task Force shall be dissolved upon the submission of its recommendations to the Governor.
