WHEREAS, I have been advised that there are threats against the United States of America and that possible attacks by terrorist organizations are possible. This represents a present threat to the lives, safety and protection of the citizens and law enforcement officials of the State;
WHEREAS, such circumstances create a condition of distress and hazard to the public health and safety to the citizens and law enforcement officials of this State recognized to be beyond the capabilities of local and State authorities;
WHEREAS, The Department of Interior has committed to support this action with federal funds for manpower and equipment;
NOW, THEREFORE, I, Bob Holden, Governor of the State of Missouri, and the Commander-in-Chief of the militia of this State, by virtue of the authority vested in me by the Constitution and Statutes of this State and pursuant to Sections 41,470 and 41.480, Revised Statutes of Missouri, do hereby declare that conditions exist in the City of St. Louis, and I order and direct the Adjutant General of the State, or his designee, to forthwith call and order into active service such portions of the organized militia as he deems necessary from July 1 through July 9, 2002, to aid the National Park Service and local law enforcement officials to perform support functions, and it is further ordered and directed that the Adjutant General or his designee, and through him the commanding officer of any unit or other organization of such organized militia so called into active service, take such action and employ such equipment as may be necessary in support of civilian authorities, and provide such other assistance as may be authorized and directed by the Governor of the State.
