WHEREAS, I have been advised by the Director, State Emergency Management Agency that the State of Arkansas is requesting assistance under the Emergency Mutual Assistance Compact in response to crippling snow and ice storms affecting the entire State of Arkansas; and
WHEREAS, the State of Arkansas requests that Missouri provide generators, operators and furnish ground support beginning on December 27, 2000, and is continuing; and
WHEREAS, on December 27, 2000, I directed the Missouri National Guard to initiate efforts to comply with the State of Arkansas' request pursuant to the Emergency Mutual Assistance Compact.
WHEREAS, the Emergency Mutual Assistance Compact is designed to protect the safety and welfare of the citizens in the affected participating EMAC states; and
WHEREAS, protection of the safety and welfare of the citizens in the affected communities requires an invocation of the provisions of Section 44.415, RSMo and 41.480, RSMo.
NOW, THEREFORE, I, Roger B. Wilson, Governor of the State of Missouri, by virtue of the authority vested in me by Section 44.415, RSMo and Section 41.480, RSMo. do hereby declare that Missouri will implement the Emergency Mutual Assistance Compact agreement with the State of Arkansas to provide assistance because Arkansas is experiencing devastating power outages because of the snow and ice, and I do hereby direct that the Missouri State Emergency Management Agency activate the EMAC plan. I further authorize the use of the Missouri National Guard to provide support to the Arkansas Office of Emergency Management.
This order shall terminate on January 31, 2001, unless extended in whole or in part.
