EXECUTIVE ORDER
97-06
WHEREAS, Chapter 700, RSMo, designates the Public Service Commission as the governmental entity responsible for inspecting and regulating manufactured housing; and
WHEREAS, the production, sales and service of manufactured homes has become an important segment of Missouri's economy; and
WHEREAS, the availability of manufactured housing has given many Missourians the opportunity for housing that might not otherwise be available to them; and
WHEREAS, the manufactured housing industry has represented to the Executive Branch that they are consistently striving to improve manufactured home design, to meet not only federal and state construction codes, but to develop creative new concepts to improve energy efficiency, comfort, and safety in manufactured housing design; and
WHEREAS, the Commission and the Manufactured Housing Association jointly agree that an advisory body could assist the Commission in providing more effective and efficient regulation of the manufactured housing industry by reviewing and commenting upon the Commission's manufactured housing regulatory procedures and policies; and
WHEREAS, the Manufactured Housing Industry Advisory Committee could also assist the Commission's efforts to develop training and educational programs, subject to Commission approval, in order to advance the professional skills and abilities of persons engaged in manufacturing, delivery, installation, sales and service, inspection and regulation of manufactured structures in the State of Missouri.
NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of this State, do hereby establish, within the Department of Economic Development the "Manufactured Housing Industry Advisory Committee," to act pursuant to the authority stated above. The eight members of the Committee shall be comprised of one manufacturer of manufactured homes, one manufactured housing community owner/operator, one registered retailer of manufactured homes, one manufactured home supplier, one finance/banking representative for manufactured housing, one Office of Public Counsel member, one building code official, and one city planner.
This Executive Order does not restrict or constrain, in any fashion, the jurisdictional authority of, or powers, exercised by the Public Service Commission or its Manufactured Housing Department set forth by state law. Members of the Manufactured Housing Industry Advisory Committee shall receive no compensation for their services, and shall be reimbursed for their actual and necessary expenses incurred in the performance of their official duties from the Manufactured Housing Fund.
