EXECUTIVE ORDER
96-12

WHEREAS, by previous Executive Order 96-09, on April 29, 1996, declared that a State of Emergency existed in the State of Missouri due to severe weather and that each jurisdiction officially requesting assistance was hereby declared to be a disaster area; and

WHEREAS, by previous Executive Order 96-10, on May 1, 1996, I granted the Director of the Missouri Department of Natural Resources, with full discretionary authority, to temporarily waive or suspend the operation of any statutory or administrative rule or regulation in place under this purview in order to best serve the interest of public health and safety during the period of the emergency and subsequent recovery period; and

WHEREAS, Executive Order 96-09 was to be effective from April 29, 1996 until May 28, 1996, unless extended in whole or in part; and

WHEREAS, Executive Order 96-10 was to be effective for the duration of the emergency, and

WHEREAS, I have been advised by the State Director, Emergency Management Agency, that a natural disaster of major proportion continues to exist due to a severe weather throughout the State of Missouri; that the safety and welfare of the inhabitants of the effected counties require the extension of the April 29, 1996, invocation of the provisions of Section 44.100 RSMo.

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, amend Executive Order No. 96-09 and Executive Order No. 96-10 and extend the duration of the emergency period until 12:01 AM, Sunday, June 30, 1996, or until the emergency relief is no longer necessary, whichever is sooner.
