EXECUTIVE ORDER
95-07
WHEREAS, Missouri should develop a Comprehensive education plan to meet the needs of all of Missouri's students; and
WHEREAS, the plan should build upon the principles of higher educational reform in Missouri and will, in conjunction with the other Missouri educational reforms, provide the components for a comprehensive education plan; and
WHEREAS, the Goals 2000: Educate America Act of 1994 (P.L. 103-227) provides federal resources to develop a strategy in which all students will receive a quality education where academic and skill standards are high and all students are expected to learn.
NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby establish the Goals 2000 Panel (the "Panel") to fulfill the requirements of the Goals 2000: Educate America Act of 1994 (the "Act").
- The Panel shall be comprised of the Governor or his designee; the Commissioner of Education or his designee; the chair of the State Board of Education; the chairs of the appropriate authorizing committees of the state legislature, or their designees; and a representative of at least one of each of the following groups: teachers, administrators, teachers' organizations, secondary school students, business leaders, community-based organizations, private schools, urban schools, state and local officials responsible for health, social, and other related services, principals, deans of colleges of education, parents, higher education, labor leaders, organizations serving young children, rural schools, and experts in measurement and assessment.
- The Governor and the Commissioner of Elementary and Secondary Education shall each point half the members of the Panel and shall jointly select the Chairperson of the Panel. Members of the Panel shall serve at the pleasure of the appointing authority.
- The Panel shall perform all duties required by the Act.
- The Panel members shall receive no compensation for these duties, but may be reimbursed for reasonable expenses associated with these duties.
- The Department of Elementary and Secondary Education shall provide staff assistance to the Panel as needed.
- The Panel shall submit a report to the Governor and the Commissioner of Elementary and Secondary Education no later than September 1, 1995, unless extended by subsequent executive action.
