EXECUTIVE ORDER
95-04

WHEREAS, the State of Missouri is charged with protecting and improving the health of the public; and

WHEREAS, the Missouri Department of Health is charged by law with safeguarding the health of the people in the state and enforcing a variety of health-related laws and regulations; and

WHEREAS, in order to respond promptly and effectively to improve the health of the public, a public/private partnership is necessary to explore the issues of access, quality, and cost of our health system during this period of rapid change in the health care market;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby establish a Missouri Health Systems Partnership to develop standards for measuring quality health care, to review the impact of major changes in access to health care for Missouri, to investigate the cost impact of health policy changes and to consider other health trends and their consequences on the citizens of Missouri.

The Partnership shall be composed of the following eighteen (18) members appointed by and serving at the pleasure of the Governor:

  • Six (6) representatives of executive branch departments with an interest in health are policy and health care delivery;
  • Six (6) citizen members who are involved in the provision of health services; and
  • Six (6) citizen members involved in the purchasing of health services.

The Missouri Health Systems Partnership shall submit to the Governor's Office an annual report for review and appropriate action.

The Partnership shall be dissolved on December 31, 1996.
