EXECUTIVE ORDER
94-27

WHEREAS, a fire occurred at the ConAgra Frozen Foods plant in Marshall, Missouri, on October 10, 1994, and as a direct result of the fire 700 workers are without jobs; and

WHEREAS, this fire is a natural disaster of major proportion to the City of Marshall, Missouri, and as a result has jeopardized the safety and welfare of the Citizens of Marshall; and

WHEREAS, these displaced workers have sought unemployment benefits; and

WHEREAS, a one-week waiting period of unemployment benefits is required; and

WHEREAS, such a waiting period would be injurious to the welfare of the employees of ConAgra Frozen Foods in Marshall, Missouri, and to the citizens of the City of Marshall;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, including Chapter 44 RSMo 1986, do hereby declare a state of emergency exists in the City of Marshall, Missouri, as a direct result of said fire and the displacement of the 700 ConAgra employees which is a direct result of the fire, and I hereby order the Department of Labor and Industrial Relations and its Division of Employment Security to waive the waiting period for unemployment benefits for the employees of ConAgra Frozen Foods in Marshall, Missouri, who are unemployed as a direct result of fire.
