EXECUTIVE ORDER
94-15

WHEREAS, Missouri should develop a systemic initiative to increase the workplace readiness of its youth; and

WHEREAS, Missouri youth entering the workplace will need the basic and technological skills necessary to compete in the local, national and international economy; and

WHEREAS, the State of Missouri and its youth will benefit from the establishment of a school-to-work transition plan; and

WHEREAS, a cooperative effort will be needed to enable state and local leaders to review current efforts, to identify strengths and barriers, and to reach consensus on what Missourians expect and require to meet the school-to-work transition needs of our youth, business, industry and labor; and

WHEREAS, the State of Missouri has submitted an application to the federal government and received a School-to-Work Opportunities Development Grant;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby establish the Governor's Partnership on the Transition from School-to-Work as follows:

  1. The purpose of the Partnership shall be to develop a state level plan for a school-to-work transition system for Missouri students which will include: work-based instruction and learning; school-based instruction and learning; and connecting activities which bring students, educators, employers and labor together.
  2. The Governor's Partnership on Transition from School-to-Work will be chaired by a designee of the Governor.
  3. All proceedings of the Governor's Partnership on the Transition from School-to-Work shall be conducted in accordance with the Open Meetings Law as provided in Chapter 610 RSMo.
  4. The Department of Elementary and Secondary Education may reimburse Partnership members for their actual and necessary expenses connected with Partnership business; may reimburse expenses associated with citizen meetings and information gathering activities that the Partnership engages in; may employ personnel necessary to conduct the business of the Partnership; and may reimburse consultants, agencies and other identified to assist the Partnership with research and pilot activities that may be identified.
  5. The Departments of Elementary and Secondary Education, Economic Development, Higher Education, Social Services and Labor and Industrial Relations will provide staff, to the extent feasible, to provide support and information to the Partnership when requested, and to assist with activities in which the Partnership is engaged.
  6. The Governor's Partnership on the Transition from School-to-Work shall submit its comprehensive plan for transition to the Governor no later than October 31, 1995.
  7. The Governor's Partnership on the Transition from School-to-Work shall cease to exist on October 31, 1995, unless extended by subsequent executive action.
  8. The membership of the Governor's Partnership on the Transition from School-to-Work shall consist of the following:
    • One (1) representative of the governor's office
    • One (1) representative from each of the following state agencies:
      • Department of Elementary and Secondary Education
      • Department of Economic Development
      • Department of Labor and Industrial Relations
      • Department of Higher Education
      • Department of Social Services
    • Five (5) representatives of business
    • Five (5) representatives of the state's K-14 education system
    • One (1) member of the State Senate appointed by the President Pro Tem
    • One (1) member of the State House of Representatives appointed by the Speaker of the House
    • Any other member which the Governor may, from time to time, appoint.
  9. Except for the legislative members, all members of the Partnership shall serve at the pleasure of the Governor.
