EXECUTIVE ORDER
93-36
WHEREAS, the Congress has passed and the President has signed the Higher Education Act of 1965, as amended by the Higher Education Act Amendments of 1992; and
WHEREAS, Title IV, Part H, Subpart 1 thereof establishes the State Postsecondary Review Program and requires the Governor to appoint a State Postsecondary Review Entity (SPRE); and
WHEREAS, the United States Secretary of Education has promulgated a notice of program funding and associated allowable activities in the July 14, 1993 Federal Register; and
WHEREAS, it is necessary to appoint an agency of the state of Missouri as this state's SPRE to ensure the continued eligibility of Missouri Postsecondary institutions for federal Title IV student financial aid programs.
NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby designate the Coordinating Board for Higher Education (CBHE) as Missouri's State Postsecondary Review Entity.
The CBHE shall have full authority and responsibility to carry out those duties required of it under Title IV, Part H, subpart 1 of the Higher Education Act as amended in 1992, including the hiring of staff and the expenditure of federal funds as provided by appropriation.
