EXECUTIVE ORDER
93-34

WHEREAS, the Flood of 1993 caused extensive damage throughout the state of Missouri; and

WHEREAS, the residents of the State of Missouri need available assistance to recover from the damage left by the floodwaters; and

WHEREAS, local city, township, county, and state governing authorities of the affected areas may have regular public employees who may be available to assist in the recovery efforts;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby order and direct as follows:

SECTION 1: Regular and temporary public employees of cities, townships, counties, or the state may be available to assist in recovery from the Flood of 1993 and shall have the authority to perform such recovery work as may be necessary on private property directly damaged by the flood in order to expedite the recovery efforts.

SECTION 2: On all work performed on private property, city, township, county, or state officials in charge of the supervision of the recovery crew shall execute and maintain with the private landowner all necessary waivers of liability which shall ensure that the State of Missouri will be held harmless for any and all damages.

SECTION 3: On all work performed on abandoned property, city, township, county, or state officials in charge of the supervision of the recovery crew shall make a special effort to identify and document any and all damages to the abandoned property prior to the recovery work.

SECTION 4: The provisions of this Executive Order are effective upon signature and shall remain in effect until amended, modified, or rescinded by operation of law.
