EXECUTIVE ORDER
93-20
WHEREAS, Missouri is struggling to meet the public safety demands imposed by one of the most devastating natural disasters in the history of our state; and
WHEREAS, in this time of crisis and emergency the commitment expected by our state's law enforcement authorities is rapidly exhausting our ability to respond adequately; and
WHEREAS, the Missouri Division of Fire Safety employs an Arson Investigation Unit of certified Missouri peace officers who possess partial police authority in the State of Missouri; and
WHEREAS, those arson investigators have met the State of Missouri's basic training requirement for all peace officers employed by the State of Missouri as provided in Chapter 590 RSMo; and
WHEREAS, those arson investigators are currently located at strategic sites throughout the state where their services as fully empowered peace officers could be readily utilized in the interest of public safety and peace maintenance;
NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, including Chapter 44 RSMo, do hereby authorize the Division of Fire Safety's Arson Investigators to exercise full police authority as vested in other Missouri peace officers pursuant to Chapter 590 RSMo during the period of and within the counties included in the State declaration of emergency.
