EXECUTIVE ORDER
93-03
WHEREAS, Major General Charles M. Kiefner, , Headquarters Missouri National Guard, has completed more than forty-five years of military service, including over sixteen years as Adjutant General and many other key assignments and positions of great responsibility in a most exemplary manner; and
WHEREAS, Major General Charles M. Kiefner retired on 28 February 1993 in the grade of Major General, to which grade he was promoted on 10 February 1983; and
WHEREAS, Under the provisions of Section 41.310 of the Revised Statutes of Missouri, 1986, an officer who is retired after completion of fifteen years satisfactory service may be retired one grade higher than the highest grade held during his period of active service, without cost to the State.
NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, and Commander in Chief of the Militia, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby order that Major General Charles M. Kiefner, , shall be promoted effective 6 March 1993, to the grade of Lieutenant General, Missouri National Guard Retired List.
