EXECUTIVE ORDER
91-09
WHEREAS, the Motor Vehicle and Emissions Inspection Act, Sections 307.350-307.395, RSMo 1986, requires that motor vehicles in Missouri be inspected for safety and, in certain locales, emissions; and
WHEREAS, the State of Missouri through its various agencies owns and operates numerous motor vehicles; and
WHEREAS, the licensing procedures used for State vehicles do not require annual renewal of the license; and
WHEREAS, the motor vehicles owned and operated by the State should meet the same safety and emissions standards as privately-own motor vehicles; and
WHEREAS, a number of state agencies are already licensed as private official inspection stations, in accordance with Section 307.360.3(5); and
NOW, THEREFORE, I JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, order and direct that each department of the executive branch have its motor vehicles inspected for safety and, where applicable, emissions in the manner specified in Sections 307.350-307.395, RSMo, utilizing either public inspection facilities or private inspection facilities established by State agencies. It is the responsibility of each department director to develop the appropriate plan for providing annual safety and emissions test for departmental vehicles.
