EXECUTIVE ORDER
91-03

WHEREAS, the United States Armed Forces and their Coalition partners have achieved success in meeting military objectives in the Persian Gulf region; and

WHEREAS, we now can look forward to the return of men and women who participated in Operation Desert Shield/Desert Storm; and

WHEREAS, many of those participants are Missouri citizen members of U.S. Military Reserve Forces or the Missouri Air and Army National Guard who left their regular civilian employment to serve in that operation; and

WHEREAS, many of those individuals soon will return to civilian employment, and it is essential that their employers do everything possible to ease their return to civilian life; and

WHEREAS, it is fitting and proper that the state of Missouri serve as a model for other employers in providing protections and benefits for those who have served:

IT IS THEREFORE AND HEREUPON ORDERED that the following actions be taken by all executive branch departments and agencies:

  1. All participants in Operation Desert Shield/Desert Storm who are returning to their state employment shall be afforded five days of administrative leave with pay to be used prior to their return to work.
  2. The five days administrative leave afforded to those returning employees shall not be charged against their accumulated leave balances.
  3. All executive branch departments will take the necessary steps to implement this Executive Order.
