EXECUTIVE ORDER
89-8

WHEREAS, the Criminal Investigation Bureau is an Administrative sub-unit of the Missouri Department of Revenue;

WHEREAS, the purpose of the Criminal Investigation Bureau is to investigate and prepare cases for prosecution which involve violations of state revenue statutes;

WHEREAS, the Criminal Investigation Bureau is the only agency in the state of Missouri that conducts tax fraud investigations;

WHEREAS, the Department of Revenue is required to determine the moral character of the individuals applying for licenses to operate a salvage business in the state of Missouri;

WHEREAS, the Criminal Investigation Bureau is charged by state statute to monitor, and investigate violations of the salvage vehicle industry;

WHEREAS, agents of the Criminal Investigation Bureau are in constant contact with stolen vehicles, major component parts of vehicles that are stolen, and the individuals who are involved in these thefts;

WHEREAS, the Department of Revenue is charged by statute to ascertain that individuals applying for School Bus permits do not have convictions for criminal offenses;

WHEREAS, the Criminal Investigation Bureau needs access to the National Crime Information Center (NCIC) and the Missouri Uniform Law Enforcement System (MULES) computer data bases to perform its duties as a Criminal Justice Agency more efficiently;

WHEREAS, the NCIC recommends that the Criminal Investigation Bureau be designated by Executive Order as a Criminal Justice Agency;

NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the constitution and laws of the state of Missouri, do hereby designate the Criminal Investigation Bureau of the Missouri Department of Revenue as a Criminal Justice Agency for the purpose of gaining access to the computerized data base administered by the National Crime Information Center and the Missouri Uniformed Law Enforcement System.
