EXECUTIVE ORDER
89-3

WHEREAS, I am advised that an ice blockage along the Missouri River has caused unusually low river stages at St. Joseph, Missouri; and

WHEREAS, said low river stages have caused shortages of fresh water in St. Joseph; and

WHEREAS, the shortage of water has created a condition of distress and hazard to the public health and safety which is recognized to be beyond the capability of local agencies necessitating the provision of emergency relief to the people of the distressed area:

NOW, THEREFORE, I JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and Laws of the State of Missouri, do hereby declare that an emergency exists. I direct the Adjutant General of the State or his designee to forthwith call and order into active service such portions of the organized militia as he deems necessary to aid the executive officials. I further order and direct that the Adjutant General or his designee, and through him the commanding office of any unit or other organization of such organized militia so called into active service, to take such action and employ such equipment as may be deemed necessary in support of civilian authorities, and to provide such other assistance as may be authorized and directed.
