EXECUTIVE ORDER
86-21

WHEREAS, the Adjutant General is my Chief of Staff and administrative head of the military establishment of the State of Missouri, charged with the supervision of all matters pertaining to the administration, discipline, mobilization, organization and training of the organized militia of this State; and

WHEREAS, he performs all duties required of him by the laws of the United States and of the State, and the regulations issued thereunder, and such duties as pertain to the function of the Chief of Staff; and

WHEREAS, the United States of America is authorized to reimburse and/or support the State Military Departments for certain reasonable expenses incurred in the rendering of necessary services, supplies, maintenance and repairs, and construction, under 32 U.S.C. 106 and 107, and as provided by the annual Department of Defense Appropriation Act and regulations of the Army and Air National Guard of the United States; and

WHEREAS, these regulations of the Army and Air National Guard of the United States call for the execution of agreements between the Federal and State Governments to effect such reimbursements and/or support for the administration, discipline, mobilization, organization and training of the Missouri National Guard, and further require execution by the Adjutant General or his legally authorized representative of such Federal-State agreements on behalf of the State Military Department of the State of Missouri.

NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, and Commander in Chief of the Missouri National Guard, do hereby authorize the Adjutant General to negotiate and enter into all necessary Federal-State agreements for reimbursement and support of the State Military Department by the United States of America; provided that further delegations of this authority shall be made only by special order of the Adjutant General and reports of such agreements shall be included in the annual report to this Office.
