EXECUTIVE ORDER
86-11
WHEREAS, tornadoes struck communities in Scott County, Missouri, on May 15, 1986, causing death, bodily injury and severe property damage; and
WHEREAS, heavy rains and flooding in Cape Girardeau County on May 15, 1986 have caused death, bodily injury and severe property damage; and
WHEREAS, such tornadoes and heavy rains have created a condition of distress and hazard to the public health and safety, recognized to be beyond tie capabilities of local and other established agencies, necessitating, therefore, the provisions of emergency relief within the distressed area;
NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, and the Commander-in-Chief of the militia of this State, by virtue of the authority vested in me by the Constitution and Statutes of this State and pursuant to Chapter 41.400, Revised Statutes of Missouri, do hereby declare that an emergency exists in Scott County and Cape Girardeau County, Missouri, and I order and direct the Adjutant General of the State, or his designee, to forthwith call and order into active service such portions of the organized militia as he deems necessary to aid the executive officials of Scott County and Cape Girardeau County, Missouri, to protect life and property, and perform security functions, and it is further ordered and directed that the Adjutant General or his designee, and through him the commanding officer of any unit or other organization of such organized militia so called into active service to take such action and employ such equipment as may be deemed necessary in support of civilian authorities, and to provide such other assistance as may be authorized and directed by the Governor of this State.
