EXECUTIVE ORDER
85-17

WHEREAS, on November 6, 1984, the people of the State of Missouri approved Constitutional Amendment No. 7, authorizing pari-mutuel wagering and creating the Missouri Horse Racing Commission, and

WHEREAS, the Missouri Senate has confirmed Lawrence K. Roos, Clarence M. Kelley, Steven C. Roberts, Phillip H. Snowden, and Betty Weldon as members of the Missouri Horse Racing Commission, and

WHEREAS, on June 12, 1985, the First Regular Session of the Eighty-Third General Assembly of the State of Missouri passed and on June 27, 1985, the Governor approved Section 4.140 of Conference Committee Substitute for House Bill No. 4, which appropriates Two Hundred Thirty-One Thousand, Nine Hundred Dollars ($231,900.00) to the Missouri Department of Revenue for the purpose of funding the Missouri Horse Racing Commission for the period beginning July 1, 1985, and ending June 30, 1986, and

WHEREAS, the First Regular Session of the Eighty-Third General Assembly of the State of Missouri failed to enact legislation assigning the Missouri Horse Racing Commission to the Missouri Department of Revenue or to any other state department, as required by Article IV, Section 12, Missouri Constitution, and

WHEREAS, the funds appropriated to the Missouri Horse Racing Commission should be available for the purposes designated by the First Regular Session of the Eighty-Third General Assembly of the State of Missouri.

NOW, THEREOFRE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, specifically Article IV, Section 12, Missouri Constitution, and Section 1.13 of the Omnibus State Reorganization Act of 1974, Appendix B, RSMo Supp. 1984, hereby assign the Missouri Horse Racing Commission to the Missouri Department of Revenue.

This Executive Order shall become effective immediately upon its execution.
