EXECUTIVE ORDER
84-10
WHEREAS, the presence of friable asbestos insulation in the Kansas City State Office Building may present a potential serious health risk to those who occupy and visit said Building; and,
WHEREAS, this administration and the Board of Public Buildings requested appropriations from the General Assembly to provide temporary relocation for state employees who work in said Building and to renovate said Building to remove the asbestos danger at the 1983 Regular Session, the 1983 Special Session and the 1984 Regular Session; and,
WHEREAS, the General Assembly has not yet approved said appropriations; and,
WHEREAS, state health officials have expressed increasing concern about the extended delays which have resulted from the failure of the General Assembly to appropriate funds for these purposes and the continuing deterioration of asbestos insulation in said Building, and have urged that temporary relocation of affected state employees and renovation of said Building move forward as soon as possible,
NOW, THEREFORE, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of Missouri, hereby order as follows:
- That the Office of Administration implement a temporary relocation plan for state employees who work in the Kansas City State Office Building;
- That the directors and employees of the state agencies having personnel located in said Building cooperate with the Office of Administration in the implementation of the temporary relocation plan;
- That the directors of such agencies provide adequate funding for that portion of the temporary relocation plan which affects their respective agency from existing FY 1985 appropriations, and that the directors work with the Office of Administration to develop an FY 1985 emergency and supplemental appropriation request for such costs; and,
- That the Office of Administration prepare a comprehensive FY 1985 emergency and supplemental appropriation request, and an FY 1986 appropriation request, for the total cost of the temporary relocation plan and the cost of the renovation project, both to be submitted to the General Assembly in January, 1985.
