PROCLAMATION
WHEREAS, by House Joint Resolution No. 113, the Eight-First General Assembly of the State of Missouri, in second regular session, which convened on the 6th day of January, 1982, did direct that at the next general election to be held in the State of Missouri, on Tuesday next following the first Monday in November, 1982, or at a special election to be called by the Governor for that purpose, there is hereby submitted to the qualified voters of this state, for adoption or rejection, the following amendment to Article III of the Constitution of the State of Missouri:
"Submitting to the qualified voters of Missouri, an amendment to Article III of the Constitution of Missouri by adding one new section to authorize the issuance of state bonds in the aggregate sum of six hundred million dollars for the purpose of providing funds for improvements to state buildings and property, for stormwater control, water pollution control and soil conservation grants, and for certain transportation purposes, and to repeal House Joint Resolution No. 30 as enacted by the first regular session of the Eighty-First General Assembly in 1981."
NOW, THEREFORE, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of Missouri, do hereby call a special election to be held in this state on the 8th day of June, 1982, to be conducted in the manner provided by law, at which special election there shall be submitted to the qualified voters, by its ballot title, the foregoing proposed amendment to the Constitution, the same to appear on a separate ballot without party designation, and to be so submitted as to enable the electors to vote on the proposed amendment separately, as required by Section 2 (b) of Article XII of the Constitution of Missouri.
