EXECUTIVE ORDER
82-23
WHEREAS, I have been advised by the State Director, State Emergency Management Agency, Office of the Adjutant General, that a natural disaster of major proportions has occurred in certain counties of Missouri specified herein; that loss of life, injury to persons and damage to and loss of property is imminent as the result of widespread tornadoes followed by heavy rainfall and severe flooding from December 1, 1982 to the present, and that the safety and welfare of the inhabitants of those counties require an invocation of the provisions of Section 44.100, RSMo 1978;
NOW, THEREFORE, I, KENNETH J. ROTHMAN, ACTING GOVERNOR OF THE STATE OF MISSOURI, by virtue of authority vested in me by Section 44.100, RSMo 1978, do hereby declare that a state of emergency exists in the following counties of Missouri: Bollinger, Butler, and Wayne, and that each county is hereby declared to be a disaster area, and do hereby authorize that the approved Missouri Comprehensive Emergency Preparedness and Disaster Relief Plan be activated and do further authorize the use of such agencies, personnel and equipment of the State as may be necessary for the preservation of life, property and the restoration of public facilities in those counties.
Furthermore, I do specifically authorize and order the Director of the Department of Public Safety, the Adjutant General and Director of the Department of Natural Resources, the State Highway Commission, Missouri Conservation Commission and the Department of Social Services, or their designees to utilize the personnel and equipment of their respective agencies in support of local government as may be deemed appropriate under the circumstances during the period in which this order is effective.
This order shall terminate on February 1, 1983, unless extended in whole or in part.
