EXECUTIVE ORDER
82-13
WHEREAS, there is a need to insure that ongoing efforts to preserve state historic structures are not impaired as a result of the adoption of the program of improvements to state buildings and property approved as Constitutional Amendment No. 1 by the people of Missouri on June 8, 1982,
NOW, THEREFORE I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and laws of Missouri, and in conjunction with the National Historic Preservation Act of 1966 (80 Stat. 915, 16 U.S.C. 470 et seq., as amended), it is hereby ordered as follows:
The departments of government of the State of Missouri shall provide leadership in identifying, preserving, restoring and maintaining the architectural, historical, archaeological and cultural environment of the State in conjunction with carrying out the goals of Constitutional Amendment No.1. All departments shall: (a) administer the properties under their control in a spirit of stewardship and trusteeship for future generations, (b) initiate measures necessary to direct their policies, budget decisions, plans and programs in such a way that state-owned sites, structures, and objects of historical, cultural, architectural or archaeological significance are considered and, where feasible, are preserved, restored and maintained for the inspiration and benefit of the people, and (c) in consultation with the State Historic Preservation Officer (SHPO), Department of Natural Resources, institute procedures to assure that department plans and programs contribute to the preservation and enhancement of buildings, structures, sites and objects of historical, cultural, architectural and archaeological significance.
Departments shall cooperate with the SHPO in the identification, preservation, rehabilitation and protection of cultural properties and sites and shall afford the SHPO an opportunity to review, comment and advise each department of appropriate actions to be taken to accomplish such protection.
When any department agency finds or is made aware by SHPO that the department's activities pursuant to implementation of Constitutional Amendment No.1 shall in any way adversely affect architectural, cultural, historical or archaeological property, the department shall notify and provide the SHPO with appropriate information concerning the project, program or activity and request SHPO to make comments thereon. The provisions of this Order shall be made known to all appropriate contractors by each department responsible for contracting for such projects, programs or activities.
