PROCLAMATION
AND
EXECUTIVE ORDER
82-3

WHEREAS, I have been advised by the State Director, Disaster Planning and Operations Office, Civil Defense, Office of the Adjutant General, that a natural disaster of major proportions has occurred in certain counties of Missouri specified herein; that loss of life, injury to persons and damage to and loss of property is imminent as the result of a severe winter storm followed by drifting snow and severe cold weather from January 31 to the present, and that the safety and welfare of the inhabitants of those counties require an invocation of the provisions of Section 44.100, RSMo 1978;

NOW, THEREFORE, I, KENNETH J. ROTHMAN, ACTING GOVERNOR OF THE STATE OF MISSOURI, by virtue of authority vested in me by Section 44.100, RSMo 1978, do hereby declare that a state of emergency exists in the following counties of Missouri: Bollinger, Butler, Cape Girardeau, Carter, Crawford, Dent, Franklin, Gasconade, Howell, Iron, Jefferson, Madison, Maries, Mississippi, Oregon, Osage, Perry, Phelps, Reynolds, Ripley, St. Francois, St. Louis County, St. Louis City, Ste. Genevieve, Scott, Shannon, Stoddard, Texas, Washington, Wayne, and that each county is hereby declared to be a disaster area, and do hereby authorize that the approved Missouri Comprehensive Emergency Preparedness and Disaster Relief Plan be activated and do further authorize the use of such agencies, personnel and equipment of the State as may be necessary for the preservation of life, property and the restoration of public facilities in those counties.

Furthermore, I do specifically authorize and order the Adjutant General, the Director of the Department of Natural Resources, the State Highway Commission and Missouri Conservation Commission or their designees to utilize the personnel and equipment of their respective agencies in support of local government as may be deemed appropriate under the circumstances during the period in which this order is effective.

This order shall terminate on February 28, 1982, unless extended in whole or in part.
