EXECUTIVE ORDER
NO. 98-17

 

WHEREAS, a hurricane and severe weather have recently caused severe damage and destruction in the gulf portion of the United States; and

WHEREAS, an emergency exists which requires that motor carriers transporting materials in support of the relief effort be allowed rapid and efficient travel to the affected areas; and

WHEREAS, the Office of Motor Carriers, U.S. Department of Transportation has declared an emergency which justifies an exemption from Parts 390 through 399 of the Code of Federal Regulations; and

WHEREAS, motor carriers transporting materials in relief of hurricane victims may need to be registered with the Missouri Department of Revenue, Highway Reciprocity Commission; and

WHEREAS, motor carriers transporting materials in relief of hurricane victims may need to be licensed for motor fuel or special fuel with the Missouri Department of Revenue; and

WHEREAS, it may be necessary for motor carriers to operate in an overweight/overdimension configuration; and

WHEREAS, some motor carriers who are not currently registered for interstate transportation property may participate in the relief effort;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, hereby grant the Missouri Highway Reciprocity Commission the authority to waive the purchase of trip permits for registration or fuel for motor carriers engaged in interstate/intrastate disaster relief efforts; and also grant the Missouri Highway Commission and authority to provide the necessary documentation for motor carriers engaged in interstate/intrastate disaster relief efforts. Any motor carrier exceeding current regulations shall contact the Missouri Department of Transportation for information relating to structural capacity and bridge height restrictions. The authority granted in this order shall continue through the duration of the hurricane emergency.
