EXECUTIVE ORDER
97-14

WHEREAS, the Governor of Missouri is authorized by the State and Regional and Community Development Act of 1966, Chapter 251.150 through 251-440 RSMo 1986, to create "regional planning commissions" throughout the state with the concurrence of the local units of government located within the region; and

WHEREAS, the boundaries of a regional planning commission's jurisdiction should be established by taking into consideration homogeneity based upon such factors as topographic and geographic conformations; the extent of urban development; the existence of special or acute interests and values; park and recreational needs; civil defense; or the existence of physical, social and economic problems of a regional character; and

WHEREAS, over time, the foregoing factors change, making the creation of new regional planning commission boundaries desirable; and

WHEREAS, the affected local units of government have consented to the formation of a new boundary as specified in this Executive Order;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, find that there is a need for a regional planning commission with the boundaries specified below and do thereby order as follows:

There shall be a regional planning commission to be known as the Meramec Regional Planning commission and the boundaries of the Commission's authority shall coincide with the boundaries of the counties of Crawford, Dent, Gasconade, Maries, Osage, Phelps, and Washington.

IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Missouri, in the City of Jefferson, on this 13th day of November, 1997.
