EXECUTIVE ORDER
96-15

WHEREAS, a well developed transportation infrastructure is vital to the economic vitality of Missouri; and

WHEREAS, as Missouri nears the beginning of the next century, it is appropriate that our total transportation infrastructure be assessed for its adequacy in meeting the economic development needs of the state;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby establish the Missouri Total Transportation Commission as follows:

  1. The membership of the commission will include the following:

    Two members of the House of Representatives, appointed by the Speaker of the House;

    Two members of the Senate, appointed by the President Pro Tem;

    Two members of the Highway and Transportation Commission, appointed by the Governor;

    The Chief Engineer of the Missouri Highway and Transportation Department;

    One designated member of the Governor's staff;

    The Directors of the Departments of Economic Development, Labor and Industrial Relations, and Natural Resources and the Commission on Administration;

    The President of the Missouri Transportation and Development Council;

    The Executive Director of the Missouri Public Transit Association;

    Two at-large transit advocates, appointed by the Governor;

    The Chairman of the Missouri Corridor Coalition;

    The President of the Missouri Chamber of Commerce;

    The President of the Missouri Farm Bureau;

    The President of MARC 2000;

    The Chairman of the Missouri Highway and Transportation Commission Aviation Advisory Committee;

    A representative of the Missouri AAA;

    The President of the Missouri Motor Carriers Association;

    One representative each from the St. Louis , Kansas City and Springfield business communities, appointed by the Governor; and

    Such other members as the Governor may from time-to-time appoint.

  2. The Governor shall designate a Chairman of the Commission. Except for the legislative members of the Commission, all members of the Commission shall serve at the pleasure of the Governor.
  3. The Commission may be funded by the Missouri Highway and Transportation Department. The Commission Chairman may employ such staff and consultants as are necessary to carry out the duties of the Commission.
  4. No later than December 1, 1996, the Total Transportation Commission shall issue a report assessing the current transportation infrastructure of the State of Missouri.
