EXECUTIVE ORDER
95-10

WHEREAS, AIDS prevention and care services to Missourians must focus on achieving positive measurable results; and

WHEREAS, community groups and individual Missourians have been working together in public-private partnerships to improve AIDS care and prevention services; and

WHEREAS, government coordination of AIDS prevention and care services is needed to measurably improve the lives of persons living with HIV/AIDS and persons at highest risk for HIV/AIDS;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, do hereby establish the Governor's Council on AIDS for the following purpose: to develop and coordinate policies within the Departments of Health, Social Services, Mental Health, Corrections and Elementary and Secondary Education to improve AIDS prevention and care services to Missourians.

The Governor's Council on AIDS will consist of representatives from the Governor's office, the directors of the Departments of Health, Corrections, Social Services, Mental Health, Elementary and Secondary Education, or their designees; the president of the Executive Committee of the Missouri AIDS Council, or his her designee; the Executive Director of the Governor's Council on Disability, or his/her designee; the Chairperson of the Minority Health Advisory Committee, or his/her designee; a person living with HIV/AIDS to be appointed by the Governor; and such other members as the Governor may from time-to-time appoint.

The Department of Health shall provide staff support to the Council on AIDS, as needed. All costs of the Council shall be divided among the departments represented.

The Governor's Council on AIDS will meet annually in December with the Governor to review measurable improvements or deficits in AIDS prevention and care services. It will meet quarterly to strengthen coordination of services.
