EXECUTIVE ORDER
95-02

WHEREAS, the Missouri Department of Agriculture continuously works to support independent efforts to promote the productions and use of alternative fuels, such as ethanol, made from agricultural goods; and

WHEREAS, the Missouri Legislature in 1993 established the Missouri Ethanol and Other Renewable Fuel Sources Commission to promote the continued production and use of ethanol and fuel ethanol blends and recommendations for legislation; and

WHEREAS, the Commission and Missouri Department of Agriculture share a common mission: enhanced use of our state's renewable natural resources; and

WHEREAS, the Missouri Department of Agriculture must serve a variety of constituencies and have a unified and representative voice on a broad range of public issues affecting Missouri farmers, ranchers, agribusinesses and agriculture policy makers; and

WHEREAS, the department continuously strives to provide policy direction and support services in an organized and efficient manner to these entities and to the department's divisions; and

WHEREAS, the Missouri Department of Agriculture, in consultation with the Governor, has laid the groundwork to reorganize the department's administrative functions for greater efficiency and cost-effectiveness; and

WHEREAS, the reorganization will allow the department to provide greater responsiveness to administrative functions; enhance internal audit and regulatory compliance; continue strategic planning; and enhance communications and public affairs effectiveness:

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, including Article IV, Section 12, Missouri Constitution, and Section 1.13 of the Omnibus State Reorganization Act of 1974, hereby authorize the Missouri Department of Agriculture to adopt under its organizational structure the Missouri Ethanol and Other Renewable Fuel Sources Commission for budgetary and fiscal support, and dissolve the Division of Administrative Services and transfer those functions to the Office of the Director and the Division of Grain Inspection and Warehousing.
