EXECUTIVE ORDER
NO. 94-06

WHEREAS, the Governor's Committee on Employment of People with Disabilities ("Governor's Committee") was assigned by Section 286.20, RSMo (Cum. Suppp. 1992) to the Department of Labor and Industrial Relations; and

WHEREAS, the Governor's Committee, after consultation with the Governor, has decided to broaden its mission beyond employment-related matters to all matters affecting the disabled community; and

WHEREAS, pursuant to the broadening of its mission, the Governor's Committee, in consultation with the Governor, felt it was appropriate for the Governor's Committee to be transferred to the Office of Administration;

NOW, THEREFORE, I, Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, including Article IV, Section 12, Missouri Constitution, and Section 1.13 of the Omnibus State Reorganization Act of 1974, hereby:

(1) Transfer the Governor's Committee to the Office of Administration. In accordance with such transfer, all employees of the Governor's Committee, except those expressly exempted by statute, shall be subject to the provisions of Chapter 36, RSMo; and

(2) Redesignate the Governor's Committee on Employment of People with Disabilities as the Governor's Commission on Disability.

WHEREAS, the Capitol Police was assigned to the Office of Administration under the authority of Section 8.035, RSMo (1986); and

WHEREAS, the Office of Administration and the Department of Public Safety, with the consent of the Governor, have jointly determined that the security function of the Capitol Police should be assigned to the Department of Public Safety;

NOW THEREFORE, I Mel Carnahan, Governor of the State of Missouri, by virtue of the authority vested in me by the Constitution and laws of the State of Missouri, including Article IV, Section 12, Missouri Constitution, and Section 1.13 of the Omnibus State Reorganization Act of 1974, hereby:

(1) Transfer the Capitol Police to the Department of Public Safety by a Type I transfer. All positions in the Capitol Police which were formerly subject to the provisions of Chapter 36, RSMo, shall continue to be so upon transfer.

REORGANZATION PLAN NO. 1, 1994

TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE STATE OF MISSOURI:

By virtue of the authority vested in me by the Constitution and laws Of the State Of Missouri, including the Omnibus State Reorganization Act of 1974 and Sections 26,500 through 26.540, RSMo, I hereby transmit Reorganization Plan No. 1 of 1994, by Executive Order 94-06, providing for:

1. the transfer of the Governor's Committee on Employment of People with Disabilities from the Department of Labor and Industrial Relations to the Office of Administration and the redesignation of the Governor's Committee on Employment of People with Disabilities as the Governor's Commission on Disability; and

2. the transfer of the Capitol Police from the Office of Administration to the Department of Public Safety.
