WHEREAS, members of the Missouri National Guard performed with honor and distinction in the Republic of Panama during Operation Just Cause, and
WHEREAS, their commendable performance should be recognized by the people of Missouri:
NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, under the authority vested in me by the laws of the State of Missouri, do hereby authorize and direct the Adjutant General of Missouri to award a State Service Ribbon to those members of the Missouri National Guard who were on active duty in the Republic of Panama during Operation Just Cause.
