EXECUTIVE ORDER
NO. 86-03
WHEREAS, the Office of Manpower Planning, prior to June 28,1974, had been assigned to the Office of the Governor, and
WHEREAS, the Omnibus State Reorganization Act of 1974 did not assign or transfer any of the functions of the Office of Manpower Planning to one of the newly created departments or the Office of Administration, and
WHEREAS, Section 1.13 of said Act provides that any matter left unresolved by the Omnibus State Reorganization Act of 1974 shall be resolved by the Governor by Executive Order, and
WHEREAS, the initial departmental plan for the Department of Social Services, approved by Governor Christopher 5. Bond on June 28, 1974, assigned the Office of Manpower Planning to the Director's office of the Department of Social Services, and
WHEREAS, the Office of Manpower Planning was transferred to the Department of Social Services in accordance with the provisions of the Omnibus State Reorganization Act of 1974 by Executive Order issued March 28, 1975, and
WHEREAS, the name of the Office of Manpower Planning was changed to the Division of Manpower Planning by the amended organization plan for the Department of Social Services approved by Governor Christopher S. Bond on October 15, 1981, and
WHEREAS, the termination of the federal Comprehensive Employment Training Act by the enactment of the Job Training Partnership Act closely aligns the duties and functions of the Division of Manpower Planning with Missouri's economic development efforts;
NOW, THEREFORE, I, JOHN ASHCROFT, GOVERNOR OF THE STATE OF MISSOURI, y virtue of the authority vested in me by the Constitution and laws of the State of Missouri, including Article IV, Section 12, Missouri Constitution, and Section 1.13 of the Omnibus State Reorganization Act of 1974, hereby:
1. Transfer the Division of Manpower Planning to the Department of Economic Development by a Type I transfer, and
2. Redesignate the Division of Manpower Planning as the Division of Job Development and Training in the Department of Economic Development.
This Executive Order shall be effective July 1, 1986.
