SPECIAL MESSAGE

TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE EIGHTY-SECOND GENERAL ASSEMBLY OF THE STATE OF MISSOURI:

Pursuant to Article IV Section 9 of the Constitution of Missouri, on September 13, 1983 I issued a Proclamation convening the General Assembly in the First Extra Session of the First Regular Session, commencing on October 19, 1983.

This Special Message is submitted, after the convening of said Extra Session, for the purpose of amending and expanding said Proclamation. Action of the General Assembly is deemed necessary on each matter specifically and especially designated hereinafter as follows:

  1. Item number 9 of said Proclamation shall be amended to read as follows:
    1. Legislation to extend, beyond the expiration date of December 31, 1983 as set forth in Section 94.655 RSMo Supp. 1982, the authority of certain cities to establish and fund transportation trust funds, and legislation to authorize certain cities to continue such existing transportation trust funds indefinitely; and
  2. Supplemental and emergency appropriations to the Office of Administration for the Missouri State Employees Retirement System.
