REORGANIZATION PLAN NO. 3 OF 1983

EXECUTIVE ORDER
83-3

WHEREAS, Reorganization Plan 10 of 1980, by Executive Order 80-1, was submitted by the Honorable Joseph P. Teasdale, Governor, on February 1, 1980, and thereafter duly passed by the Legislature of the State of Missouri; and

WHEREAS, certain changes are necessary and desirable, said Executive Order number 80-1 is amended to read as follows:

WHEREAS, the establishment and appointment of a State Advisory Council for Emergency Medical Services as a condition for receipt of certain federal funds is required by Public Law 93-641 and regulations thereunder established by the United States Department of Transportation; and

WHEREAS, the Omnibus State Reorganization Act of 1974 has authorized the Governor to create by Executive Order such councils as may be necessary to receive federal funds and to make such adjustments or modifications in the assignment of agencies programs or operations as may be necessary to conform with federal law or regulations to receive federal funds.

NOW, THEREFORE, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, do hereby declare and direct that there is created a "State Advisory Council on Emergency Medical Services" consisting of eighteen members appointed by the Director of the Department of Social Services and assigned for administrative purposes to the Department of Social Services. Four of the initial members of the Council shall be appointed for a term expiring June 30, 1983. Six of the initial members of the Council shall be appointed for a term expiring June 30, 1984, and eight of the initial members of the Council shall be appointed for a term expiring June 30, 1985. At the expiration of these terms, each succeeding member shall be appointed for a term of three years. An individual may be appointed to serve on the Council for successive terms.

Members appointed to the Council shall include four licensed practicing physicians with demonstrated interest in the area of emergency medical services and at least one member representing the interest of each of the following: fire protection organizations, communications interests, hospital administrators, Regional Emergency Medical Services Councils, the state ambulance associations, Emergency Care Nurses, Emergency Medical Technicians, Mobile Emergency Medical Technicians and consumers. The Superintendent of the Missouri State Highway Patrol or his designee shall represent statewide law enforcement and serve, ex officio, on the Council. The Director of the Department of Social Services shall designate the Chairman of the Council who shall serve at his pleasure. The Governor's Advisory Council shall:

  1. Assist in the developing with the Bureau of Emergency Medical Services and other agencies a state emergency medical service plan.
  2. Monitor, review and comment, not less than annually, to the Director of the Department of Social Services, and appropriate state agencies on the implementation of the emergency medical services plan.
  3. Respond to requests of the Director of Social Services for development of special projects relating to delivery of emergency medical services.
  4. Establish rules and regulations internally for operation of the Council.

This Executive Order shall be effective upon execution and shall supercede any and all Executive Orders pertaining to the same subject, including Reorganization Plan No. 10 of 1980 and Executive Order 80-1 issued on February 1, 1980.
