WHEREAS, I have been advised by the State Director, State Emergency Management Agency, Office of the Adjutant General, that additional areas of Missouri have suffered damage of major proportions which have resulted in injury to persons and damages to and loss of property as a result of heavy and continuous rainfall which has caused extensive flooding from December 1, 1982 to the present and that the safety and welfare of the inhabitants of those areas require an invocation of the provisions of Section 44.100, RSMo 1978;
NOW, THEREFORE, I, CHRISTOPHER S. BOND, GOVERNOR OF THE STATE OF MISSOURI, by virtue of authority vested in me by Section 44.100, RSMo 1978, do hereby declare that a state of emergency exists in the following areas of Missouri: St. Louis City and Osage County, and that each such area is hereby declared to be a disaster area, and do hereby authorize that the approved Missouri Comprehensive Emergency Preparedness and Disaster Relief Plan be activated and do further authorize the use of such agencies, personnel and equipment of the State as may be necessary for the preservation of life, property and the restoration of public facilities in those areas.
Furthermore, I do specifically authorize and order the Director of the Department of Public Safety, the Adjutant General and Director of the Department of Natural Resources, the State Highway Commission, Missouri Conservation Commission and the Department of Social Services, or their designees to utilize the personnel and equipment of their respective agencies in support of local government as may be deemed appropriate under the circumstances during the period in which this order is effective.
This order shall terminate on February 1, 1983, unless extended in whole or in part.
IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Missouri, in the City of Jefferson, this 8th day of December, 1982.
