The method for distribution and allocation of Missouri state aid to public libraries is defined in RSMo 181.060. The general assembly appropriates money for state aid to public libraries and have determined specific requirements that libraries must meet to be certified or qualified to receive state aid.
Half of the state aid appropriation is distributed to qualifying public libraries on an equal per capita rate based upon the population according to the latest federal census. The balance is distributed in equalization payments to the most economically challenged libraries.

State Aid Payments to Missouri Public Libraries
These reports show payments to Missouri public libraries for state aid, and should help libraries check the status of payments made by funds transfer. The report contains the date of payment, purchase order number, library, and state aid amount.

Athlete and Entertainer Tax Fund
The Non-Resident Professional Athletes and Entertainers Tax is a tax on the earnings of professional athletes and entertainers when playing or performing in the State of Missouri. It is collected by the State of Missouri and in the case of public libraries, is to be used to purchase books and other library materials.
