WELCOME TO A NEW E-MAIL NOTIFICATION SERVICE OF THE OFFICE OF SECRETARY OF STATE ROBIN CARNAHAN

ADMINISTRATIVE RULES DIVISION

Thank you for registering for e-mail notification of rule changes as filed with the Administrative Rules Division of the Office of Secretary of State Robin Carnahan.  These rule changes will first be published in the Missouri Register and then codified into the monthly update to the Code of State Regulations.   The Missouri Register is published twice a month; the Code update is published once a month at the end of the month. 

            The e-mail notification process will offer two options and permit the user to filter selections based on interests.  The first option will allow selecting of pending rulemakings by specific Title, Division and/or Chapter.  This selection logic will allow the option to select all rules within any of these subdivisions or combination thereof to the granularity sought by the user.  For example:  Your area of interest might be Department of Natural Resources, and within this area you are interested in any rulemakings concerning hazardous waste.  You select Title 10 – Department of Natural Resources – and then select Division 25 – Hazardous Waste Management Commission and select all chapters within this division.  Now any time a rulemaking change is published that affects this area of Code, you will be automatically notified via e-mail.  Additionally, if you also desire to be notified of any pending rulemakings within another division, say Division 45 – Metallic Minerals Waste management, you can also register for this option and be notified of any proposed change in either Division 25 and/or Division 45.  The combinations for selection are unlimited, including the ability to simply select all Titles.  You will also be permitted to make your selections all the way down to a specific rule within a chapter. 

            Another option will provide for additional filtering based on selected Title, Division, Chapter or Rule.  This will allow the user to enter subject matter keywords that will only return rulemakings selected sections if these keywords are matched.  For example, if you’ve selected Title 10 – Department of Natural Resources and entered the keyword “Minerals” – you will get all rulemakings within Title 10 that contain this keyword.  Please note that keywords apply to all of the Title, Division and/or Chapter selections you have entered.  The system will also allow selection of “All Titles”, whereby all rulemakings will be compared to the keywords entered when the user subscribes for this service. 

            To sign up for this new service, please proceed to the next page and provide the pertinent information needed regarding where your e-mail notification should be delivered.  After entering your profile information and selecting either option described above you will be sent an e-mail to activate your account.  Click on the link in the e-mail and follow the instructions to activate this service.
