Scope and Content
The series consists of the notification of the absence of the governor from the state or country, under Article IV, Section 11(a), Constitution of Missouri. Notification is required only when the governor is effectively absent and relinquishes power to the lieutenant governor. Most of the time, the governor retains power when out of state. The series includes two absences of then Lt. Gov. Mel Carnahan in 1990 and 1991.
