Military/Overseas Voters

To our military voters - thank you. We want to make the process of voting as easy as possible for you and will do all we can to make the process run smoothly.

In 2010, the military and overseas voting process became faster and more convenient than ever before. Thanks to new state and federal laws, you can now access required forms online, receive your unvoted ballot securely by email, and even track your ballot to ensure it was received back home.

Who is eligible?

The information on this page applies to:

Members of the armed forces of the United States, while in active service and their spouses and dependents
Active members of the merchant marine of the United States and their spouses and dependants
Civilian employees of the United States government working outside the boundaries of the United States, and their spouses and dependants
Active members of religious or welfare organizations assisting servicemen, and their spouses and dependents
Persons who have been honorably discharged from the armed forces or who have terminated their service or employment in any group mentioned in this section within sixty days of an election, and their spouses and dependents
A person who resides outside the United State and is qualified to vote in the last place which the person was domiciled before leaving the United States
A person who resides outside the United States and (but for such residence) would be qualified to vote in the last place in which the person was domiciled before leaving the United States

Registering to Vote

Unsure if you are registered to vote? You can check using the voter registration look up tool.

If you are not registered to vote, you can register and request your absentee ballot at the same time using the Federal Post Card Application . On this form, you will select how you wish to receive your blank ballot, which may be sent to you by mail, fax, or email. You must return the Federal Post Card Application by MAIL to your local election authority. Voter registration forms must be postmarked no later than Wednesday, May 8, 2013 in order to register for the June 4, 2013 Special Election. However, please send in your request as soon as possible to ensure you will be eligible to vote in this election.

Can I still vote if I missed the registration deadline?

Even if you miss the registration deadline, state and federal law allow active members of the armed forces and their dependents to vote for federal offices only. You may fill out the Federal Write-In Absentee Ballot (FWAB) and MAIL to your local election authority. Absentee ballots must be received by your local election authority no later than 7:00 p.m. CST on June 4, 2013.

Requesting a Ballot

Absentee ballots are available to military and overseas voters 45 days prior to the election. You can request a ballot using the Federal Post Card Application . On this form, you will select how you wish to receive your blank ballot, which may be sent to you by mail, fax, or email. You may return the Federal Post Card Application by MAIL or FAX to your local election authority. Absentee ballot requests must be received by your local election authority no later than 5:00 p.m. CST on May 29, 2013 in order to request a ballot for the June 4, 2013 Special Election. However, please send in your request as soon as possible to ensure you have time to cast your ballot.

Additionally, relatives within the second degree may complete an absentee ballot application, in person, on behalf of the voter who wishes to vote absentee. This can be done at the office of your local election authority.

Returning your ballot

You will receive your ballot according to the method you selected on your absentee ballot application. Detailed instructions will accompany your ballot.

Most voters are required to return their physical ballot by MAIL. Postage is not required if you are mailing your ballot from an APO/FPO mail facility, U.S. embassy or consulate, or U.S. post office. You must use the prepaid return envelope template to receive free postage.

If you are a military voter serving in a hostile fire area such as Iraq, Afghanistan, or Kosovo, you may return your voted ballot by MAIL, FAX or EMAIL. A cover sheet is required when faxing or e-mailing voted ballots to your local election authority.

Absentee ballots must be received by your local election authority no later than 7:00 p.m. CST on June 4, 2013.

You can confirm that your ballot was received by your local election authority by contacting our office at elections@sos.mo.gov or (866) 868-3245. Detailed instructions will accompany your ballot.

Important Dates for the June 4, 2013 Special Election

Saturday, April 20: Absentee ballots are available for the Special Election
Wednesday, May 8: Voter registration must be postmarked by this date in order to receive and vote a full ballot
Wednesday, May 29: Absentee ballot applications must be received no later than 5:00 p.m. CST on this date
